She is a member of the Court Duty Scheme at Hartlepool, and Leader of the Court Duty Scheme in Darlington. Kelly has undertaken some specialist work in homelessness involving both a Judicial Review and County Court Appeal against Middlesbrough Borough Council and Stockton Borough Council respectively.
